Are you struggling to build dashboards and models on top of your office's data systems, despite knowing how to write code and wrangle data? Teams that have software engineering and data science capacity can find themselves hamstrung by legacy databases or vendor tools that aren't built with programmatic interfaces in mind.

In this hands-on workshop, we'll learn about modern open-source and cloud-based data tools like Spark, dbt, Parquet, and AWS Athena, and we'll use them to build a simple ELT (extract, load, transform) workflow to pull data from a rigid source system into a more flexible data warehouse where we can easily manipulate them using tools like R, Python, SQL, and Tableau.

Experience the power of building amazing dashboards to visualize your data! Intuitive data visualization tools such as web applications and dashboards are essential for the understanding of geospatial phenomena for both Assessors and taxpayers alike. These tools provide an easy-to-use way to derive quick and meaningful insights into community trends such as sales, neighborhoods, or other assessor related data. The value added through the creation of data visualizations and web applications can help assessment offices streamline workflows, provide taxpayers and assessors with the most up-to-date data, and allow for a meaningful understanding of the local community and neighborhoods.

This workshop will walk participants through the creation of several Assessor dashboards with emphasis on sales analysis and incorporate them into a single responsive application. The goal is to present a mass amount of data which can be overwhelming at times, in a simple and effective way. Displaying multiple data visualizations on a single screen supports dynamic data exploration and informed decision-making. The workshop is geared toward the professional who would like to understand the applicability of GIS technology as it relates to the Assessor’s office function. This workshop will provide attendees an in-depth and hands-on introduction to WebGIS using ArcGIS Online.

This workshop will be interactive, and participants will be using several ArcGIS Online application builders to create an interactive and responsive application. Each section will introduce the topic and include a hands-on portion. The exercises will build upon each other throughout the day.

This workshop will demonstrate how to convert an existing SPSS regression model to a Python regression model within the Jupyter Notebook development environment.

This course will cover such topics as:

  • Understanding the Pandas statistical package
  • Importing CAMA data
  • Creating additive and multiplicative models with Python
  • Defining and using functions for modeling
  • Using graphics to visualize modeling results

This workshop will walk through taking an existing SPSS model and convert it into Python model within Jupyter Notebook.  This workshop is most appropriate for experienced SPSS modelers who would like to leverage the power of Python.

Using Cutting-Edge GIS: Technological Transformation at the Valuation Office Agency (VOA)

The Valuation Office Agency (VOA) successfully generates Council Tax bands for 26m+ residences and Business Rates for 2m+ non-domestic properties, yielding over £60bn for Local Authorities in England and Wales.

For several decades, the VOA has used a combination of specialist human knowledge and a relatively simple geospatial ecosystem. In 2019, the Business Systems Transformation (BST) program was set up to address VOA’s longstanding technical debt and meet an aspiration to develop resilience to changes in government policy.

This provided an opportunity to completely redesign the geospatial ecosystem, which is a core component of location intelligence used in property valuation.

The tasks included the transformation of a) ageing technology; b) legacy geo-analytical processes; c) fragmented geospatial data governance; and d) limited geospatial data and science literacy. In 2023, BST successfully delivered VOA’s first enterprise-level Geographical Information System (GIS), VMS, with the following activities:
  1. Incorporating business and users’ needs closely during the design of application, change management, and learning; and incorporating best practices from other organizations.
  2. Reducing development time, cutting expenses, and enabling reconfiguration for any type of mapping by using a single source code to create various VMS versions.
  3. Enabling the historical mapping, multi-criteria decision-making, and interactive exploration through linked views.
  4. Using rigorous novel geo-analytics to redefine how VOA models and visualizes the geographical homogeneity of valuation and link the properties to other geospatial intelligence.

VMS is used daily by over 1000 users within the VOA. Users have reported improved productivity, quality, and an uplift in their working experience.

Provision of variety of authoritative data layers (latest maps, aerial images, street views) in a single interface has made it easier to remain in a single workflow, rather than switching between windows. Use of government address data standards such as UPRN has reduced ambiguities in address search.

Aside from operational users, VMS has also been a catalyst in the use of geospatial data, science and technology for automated valuation modelling and machine learning by data scientists.

General Session: A Perfect Storm: Using GIS to Help Weather Record Value Change

A case study of GIS use in the 2023 countywide reappraisal conducted by the Franklin County Auditor’s office. The Auditor and GIS Director will share approaches to determine values, prepare constituents, and track the impacts of historic value increases while striving to incorporate best practices for appraisal, minimizing bias, and incorporating new technologies.

New software was utilized by appraisers to collect data for sketch validation and parcel descriptions. A GIS application helped appraisers reconfigure neighborhood delineations and visualize property characteristics easily. A new website, “Know your Home Value” was introduced that allowed constituents to compare their home values with their neighbors and included a tax estimator. This work continued to track the appellate process and address concerns and questions resulting from the value and related tax changes.

Constituent engagement was focused on accessibility and transparency. In 9 months leading up to the release of the proposed values, over 100 community presentations shared GIS maps, delineated neighborhoods, and sales review comparisons to prepare the constituents for the forecasted value increases while a targeted public relations campaign addressed the factors that went into this “perfect storm”.

Mass appraisal plays a crucial role in efficiently and equitably valuing large numbers of properties, but achieving fairness and accuracy remains a challenge. While traditional models like linear regression have been commonly used, machine learning has proven to be effective, offering several benefits and strengths. To better understand these methods, the IAAO AI Taskforce has been tasked with researching and comparing various AI methodologies. In this panel, we will take an international perspective, comparing datasets from multiple countries to explore how these AI models—such as Decision Trees, Random Forest, Gradient Boosting, and Neural Networks—can be adapted to different valuation environments. By examining case studies across diverse regions, we aim to highlight best practices in using AI to create accurate and equitable property values worldwide.

There are some good leaders and some good managers, but few are both. Most of us have either experienced or seen questionable leadership and/or management. Colleges will learn the difference between a leader and a manager and how to be good at both. This applies to all, no matter their title.

Additionally, this session will teach the many measurable benefits of being good at both. We will go over these benefits including, but not limited to building an engaged team, lowering turnover, increasing efficiencies, level of service and production.

This will be more lecture than interactive; however, there will be 2-3 hours of interactive time for part of the last half of the day. Interactive time will be mostly during the building of practical templates to use back at the office to guide towards being a good leader and manager.

In this hands-on workshop, participants will learn how to incorporate location-based variables into regression models to improve the accuracy and precision of property valuations. We will cover a range of methods for accounting for spatial factors, including neighborhood dummy variables, interaction terms, and proximity measures.

Participants will explore how proximity to highways, city centers, public transportation, and other points of interest can influence property values, and how to effectively represent these influences in a regression model. We will also compare different proximity measures such as straight-line (as- the-crow-flies) distance, drive time, drive distance, and walking distance, discussing the benefits and trade-offs of each approach.

Throughout the workshop, we will address common pitfalls in spatial modeling and emphasize best practices for ensuring that location is properly considered in valuation models. Participants will also gain experience in interpreting model outputs and coefficients, ensuring they are equipped to apply these techniques in real-world valuation scenarios.

By the end of the session, participants will have a solid foundation in spatial regression modeling and the tools to incorporate spatial variables into their own valuation models, resulting in more accurate and defensible property assessments.
